The solution is simple and therefore they absolutely won't do it.
1. Make ALL penalties challengable (with a limited number of challenges)
2. Actually overturn the penalties when it's proven they are bogus.
They did that with pass interference a few years ago but the problem was they completely and intentionally ignored #2.

I have the same issue as do most people. Apparently the PS4 has really shitty wifi hardware.
The limiting factor is almost certainly just your PS4 and not your network and probably not interference.
There are settings people advise tinkering with, like the DNS ones, but I've only found them to make marginal difference if at all.
If it's important you could use an actual wired LAN connection and that will probably help, course depending on where your router and PS4 are that may not be possible.

The pandemic threw off production schedules greatly. The insanely bad numbers at the box office now is a direct result of that.
They put out everything they had worth seeing in the summer.
The last few months of releases have been the worst in modern history. The cupboard is bare until Xmas season.

Gaming became almost exclusively owned and controlled by mega-corporations. (minus the indie scene, which is cool but obviously limited in what they can make).
Developing a modern video game takes an INSANELY high budget and an army of developers and testers.
It crushed all the creativity, innovation, and experimentation out of the industry.
Gone are the days when a few dozen dude bros could get together and start their own studio and actually make games that push the industry forward. These type of projects still exist but are in the indie realm.
There was a lot more complete shite and total failure in the 80's and 90's, but there were a lot more works of genius too. Allowing risk taking produces extreme examples.
But now we're in this wishy washy land of generic tried and true safe formulaic games you've already played 50 times over with slightly better graphics.

They have completely destroyed all trust and credibility. When it comes to a financial services company, trust is the most important trait you can possess.
Who in their right might would ever have their money tied up with a company who threatens to steal your funds for wrong-think.
