Saw it yesterday. As a critic said to me, "It's an Irish film; take it for what it's worth". Set in the early 1900s, so that might make it a bit more understandable/palatable, though I enjoyed it a bit. Doesn't look like they spent more than a couple of million on it, so it's sparse in setting.

In Georgia, we used to have an extreme version known as the county unit system for statewide primaries, which effectively was the general due to Dem dominance. It was killed by SCOTUS in the 60s.

Basically, it gave the rural counties nearly all of the leverage:
