If LEO suspects that the person is a threat to others, they are justified in acting on that threat. It doesn't even matter that the officer was hit with the car or that the fatal shot might have been fired through the driver's window. If they think she's a threat to the public in general, they can shoot over their shoulder looking at a mirror or shoot standing on their head or shoot using their toes or whatever.
I'll ask this again - WHY WAS SHE EVEN THERE in the first place???
