The helicopters don't have the fuel to fly back and no where to land as the NVA was already in the Saigon and surrounded the airport. I was 9 year old in 1975.

More likely that the people inside would revolt against the government as debts swelled, taxes swelled, investments in its own people went down, inflation went up, and their sons, nephews, cousins, and grandsons bodies came home.
