I planted the tree in 2008 I believe. I have a similar problem as TJG210. One satsuma in 2008, about 10 or so in 2009, none in 2010, and no blooms this year. The branches are really droopy and touch the ground because the tree itself is not all that tall. Maybe I just need to be more patient?
My neighbor's Meyer lemon tree has had the same fate. It was covered in lemons for 2009 but nothing last year.

I don't see any caterpillars or aphids or anything on my satsuma tree. All the buds have fallen off again this year. Last year we had no fruit - does this mean none for this year, too? Any suggestions?
