I think the cops 'lose' either way.....it's their fault if it's covered up, or their fault for making an arrest.
I think he succumbed to peer pressure. In an instant, he flashed back to the years of Josh Jasper bailing out his frick-ups 3 points at a time, and had to prove that he could do it too.
