The way I see it the guy had been warned a few times to get back. He doesn’t. He then proceeded to step forward and reach for his phone. Now this may seem like no big deal but the officer is reacting to the fact that you’ve been disobeying orders and he has no clue what you’re reaching for. He felt like his life may be in danger and acted accordingly
