He might not have banged her but there’s enough legal bullshite in that letter to infer he was at minimum smoking weed and maybe taking pills at parties when he first got to DC. Seems like a stupid thing to do when you get to DC because it’s a very very easy way to compromise and blackmail young reps before they even get started in their political career.
