The city has been neglecting infrastructure for years.
They also lost the user base from Rankin County because Rankin wanted assurances that things would be fixed and the city refused, so Rankin built their own water treatment infrastructure.
City of Jackson created this issue through actions and inactions of their own.

I saw a video where they blamed whites leaving after Brown vs Board of Ed verdict in 1954. Imagine having 60 plus years of majority control of a city and then blaming its failings on white people who left in the 50's and 60's.

They also have a large freshwater reservoir right next to the city but aren’t using it.
My guess is they are refusing to use it because the name on it, Ross Barnett, was a major segregationist.
