Question for Insurance Adjusters here.

A friend lives in Montgomery County Texas. Big storm there June 21 with 97 mph gust at Bush Internal (25 miles away-storm came right over her house on the way south to the airport area).
I walked around her house the next day. I saw shingles moved over and in different vertical positions near her chimney. I took several pictures from ground level that clearly showed the roof damage. So I helper get in touch with a local roofer that had the highest customer ratings for quality and honesty. He inspected the roof with a drone, took pictures and said there was wind and hail damage.
We then filed a claim with her Ins company (Farmers). They called and said that due to the storm volume they would use a third party adjusting company, Hancock. The roofing company send a representative to meet with the adjuster.
The person who arrived was not an adjuster, but an inspector and would not allow the roofing co. rep to accompany him on the roof. He took pictures and then next Farmers told us there was no wind or hail damage. So I asked about the pictures that I sent and they replied that they can only use theirs.
So what are her choices short of getting an attorney?

I would nag for a few more days. Incessantly if she has time. Keep asking for the next manager. Sometimes they just want you to work for it so they can blow off the lazy people. It sucks, but it happens.

this - my wife was an adjuster until recently for auto and commercial vehicles - and it was kind of the same way for her company.
saw some really shady shite both by the company and by the customers trying to scam them. Insurance is a shitty business

I was an adjuster for a long time. Time to ask for a licensed adjuster to inspect the property.
Also how does a person prohibit someone else from being on the roof unless the roofer didn’t have a ladder with them

The homeowner just has to ask for a re-inspection. If she complains that she is unhappy with her inspection then they will send another adjuster out. It can take them longer to come out a second time but if she raises a little hell they will hurry it up.
I’ve been on numerous re-inspections in the past few weeks, it happens all the time.
Lame. Drones should be for social media photos for a roofing company, not an inspection. You can’t do a good hail damage inspection with a drone. That being said, if it was a 90mph wind storm then half the companies would have told her to file a claim without even looking at it, at least he looked at it.
This just isn’t true and this can be something she brings up when she calls. Since he was just a glorified picture taker he can’t really discuss the claim with her because he’s not going to be the one writing the estimate, he doesn’t even know if it’s getting approved or denied.
Unless your roofer didn’t bring a ladder and was needing to use the other guys. Given he does his inspections with a drone, that could be true
File a claim with the department of insurance. We have homeowners do it all the time. Usually they are Allstate claims though. Allstate is the worst homeowners company by a mile.
No attorney will take that case on. There’s not nearly enough money in it for them and they’d never win anyway.

Try this. Unfortunately some of these companies use the method of deny first and then see what comes back.
If she still doesn’t get anywhere, she can get a public adjuster in her local area.

Farmers is a good company.
1- call the company and request a reinspection
2- look through your policy, there is likely a section regarding the procedure on appraisal disagreement. Typically it involves both parties agreeing on an independent mediator to meet with the representatives of the company and the insured
3- file a formal complaint with TX DOI

Also make sure you put all your requests in writing. You’ll be glad you did if there continues to be an issue.

In MS, the roofer usually fights with the insurance company, and in the end, usually wins.

I recently had one with Farmers and they did nothing for 2 years until I requested the claim go to appraisal. Literally 2 days later, my claim was paid.

Using a drone and an inspector who isn't a licensed adjuster is fine on a covered loss. But when the insurer makes the coverage determination and denies the claim, you have to call them on it. Have an attorney file an notice of intent to litigate and make the insurer defend their claim handling practices as well as their coverage decision.

I fought with Farmers for two years on a claim. I had to drop them. Good luck with that

Thank all of you so much for all the great responses! This will help a lot. She just want an honest assessments and has Replacement Cost Coverage Matching Coverage for Roof Material ($10,000). So she has paid a healthy premium over the years,
