Go after the countries that allow these businesses to operate too. A lot of them are complicit in stealing from Americans

Look into cities like Myawaddy and Sihanoukville. They're essentially crimelord-operated city states that exist outside of national governments. As the great Obi Wan once said, "You will never find a more wretched hive of scum and villainy." Chinese triads, Russian oligarchs, rogue generals, South Asian smugglers, etc. It's fricking wild, and also incredibly sad when you start looking in to it.

Sounds like 15 billion more dollars to help the budget... Too bad selling that much into that market is a massive crash. Will need to do it slowly
