What was the biggest mistake of each of Louisiana's 5 biggest cities?

What failure/not doing something was the biggest reason they regressed that wasn't the state government's fault. (No Huey Long or Edwin Edwards)
Can be election of a mayor, not alluring or keeping a well sought after business, or something ban worthy like section 8 housing.
What was the biggest factor that was controlled by the city that led to it's downfall?
Educate me.
New Orleans: ?
Baton Rouge: No loop?
Shreveport: ?
Lafayette: Not diversifying from O&G?
Lake Charles: Not doing gambling earlier?
*Metairie is technically top 5 but I'm not counting it bc it's a suburb and I'm from LC

A lot of the people that live in those cities are really annoying. Hard to be successful when you’re constantly dealing with people that annoy you.

New Orleans/northshore missing out on the location of Disney World.
The legend is that local politicians wanted bribes, and Walt then eliminated it as a potential location.
Another explanation is that they did not like the exposure to hurricanes, and saw the area still recovering from Betsy in ‘65.
Either way, it was clear that Walt loved Louisiana when he built a New Orleans square in Disneyland.

Even today you could have a LH Roots Music Festival. Last I heard some old woman controls the LH name, but refuses to do anything w/it.
