I think Pence and Barr were the main leakers. Remember not long after Trump was inaugurated and the negative news coverage exploded to non-stop... Someone "high up" in his administration "anonymously" penned a letter to the NYT or WSJ or something, basically saying. "Don't worry everyone. We have him under control, we won't let him do anything too crazy."
It was fricking incredible. And it was heavily "rumored" to be Mike Pence.
