According to the 1996 law, immigrants are not supposed to be on social programs???

Bro, it can't be news to you that government is unaccountable? Or that it's run by the Left?

Since when has our government followed the law?

Especially when it comes to spending.

Especially especially when government officials get to pocket some of the funds.

"refugee status" would allow the loophole.
