Best Program to Have Never Won a National Champion

Oregon is the new money of the group.
West Virginia most wins all time of any team not to win one.
Wisconsin has spent more weeks in the AP top 25 to have never won one.
Recency bias says Oregon. I think I'd lean Wisconsin.

Wisconsin is a perennial decent but not great program. Oregon competes for titles.

Oregon had been the texas tech/Indiana upstart powerhouse program since 2010

Wisconsin claims two Conference Championships 100 years before Oregon won their first Conference Championship...
To say Oregon is recency bias is an understatement. BTW, Oregon and Wisconsin have the same All-time winning % at .585... But Wisconsin was playing in a different universe for most of its history unlike Oregon.
Wisconsin was a founding member of the BIG in 1895 , while Oregon spent a lot of its history playing local cow teams limited to the State of Oregon.
Oregon joined the Pac 8 in 1964...a Conference that was founded in 1915.

If Oregon doesn’t win this year, they will in the next couple years. Their freshmen are elite elite.

Wisconsin to my knowledge hasn't had a team that was in national title pole position. The closest was probably 2017, but I doubt they beat either Georgia or Oklahoma. The 2010 team was probably their best but it's hard to say whether they jump Auburn/Oregon or not.
My picks are Oregon, West Virginia, and Kansas State. All 3 have been the favorite to win the national title at a given point in a season but failed to get it done.
Oregon was favored to win the 2012 national title after Bama slipped up against A&M and was favored to win the 2014 national title game. They came very close in 2010 though they were slight underdogs against Auburn. I'd say 2012 was their best chance.
West Virginia was the favorite in 2007 after LSU slipped up against Arkansas. Missouri was projected to lose to Oklahoma and WVU would've been favored against Ohio State
After Ohio State slipped up against Michigan State in 1998, Kansas State was clearly the best of the 3 remaining unbeatens, though their situation was a bit more hazy with how the BCS computers were treating them compared to Tennessee/UCLA. After UCLA lost to Miami, there was a brief few hours where Kansas State was the odds-on favorite to win the national title as they would've been favored against Tennessee.
I think 1998 Kansas State is the best single-season team from any title-less program and would beat many national champions.

Iowa by a mile.
Iowa has no AP or Coaches titles. Neither does Ole Miss or Arkansas.

West Virginia. Probably would have won it in 1989 against Notre Dame if Major Harris didn't get hurt on the first drive.

Iowa has five Big 10 titles since 1981 and 700 plus wins.

At no point in my 50+ years of watching college football have I seen a Wisconsin team that was national title caliber.
They’re a good program. Genuinely consistent 10-15th ranked team. But I wouldn’t call them great, or feel like their empty trophy case is a fluke or an omission.

WVU might be a better program all time but Oregon and Texas Tech are the only schools that have a real chance to win one going forward. Edit- and Indiana obviously lol

The fact that you’re now throwing Indiana in there and they are in the semifinal should tell you there’s a lot of programs that could potentially have a chance to win one going forward

No
Iowa is like the definition of mediocrity.

Definitely not K State. They were the worst program before Snyder got there. They're still almost 100 games under .500 as a program.

I was kind of surprised Navy didn't win one back when service teams dominated.
The answer is one of West Virginia, Virginia Tech, Oregon, or Wisconsin.
Oregon - 2 National Title Game appearances, 3 CFP appearances, 8 BCS Top 10 Finish, 5 BCS Top 5 Finish, 7 top 5 AP Finish (3 #2), 12 Top 10 AP Finish, 2nd most weeks in AP Top 25, Most Top 5 appearances and #1 Rankings of the 4. 33rd all-time in wins.
Virginia Tech - 1 BCS National Title Appearance, 3 BCS Top 5, 5 BCS Top 10, 1 Top 5 AP (1 #2), 7 AP Top 10. 18th all-time in wins.
Wisconsin - 4 BCS Top 10 finish, 1 BCS Top 5, 3 top 5 AP (1 #2), 14 Top 10 AP, 24th all-time in wins. Most weeks ranked in Top 25. Closest was in 1962 when they lost to #1 USC in the Rose Bowl 42-37 and finished #2.
West Virginia - 1 BCS Top 10, 2 Top 5 AP, 6 Top 10 AP, 16th all-time in wins. Closest finish was 1988 when they went 11-1 but lost to Notre Dame in Fiesta Bowl. Finished 3rd in 1993.

Not really. Who else is spending money that hasn’t won a title?
