A bill was introduced in California to get toxicology reports of mass shooters to see if something like pharmaceuticals or drugs could be influencing them to do it

The bill didn’t require public disclosure from what I read on it. And it wasn’t just mass shooters, it would be mandatory blood draws for a lot of accused.

Is it true that the bill would allow for blood draws of those accused, but not convicted of a crime?

If so, that would be a pretty significant thing to omit.
