Can anyone recommend a local machinist with a lathe who can turn down a 9" length of pipe from 1.5" diameter down to 1.35" through most of its length, tapered up to 1.375" for 2-3" length on one end?
It is to modify a 5c Collet Closer Drawbar to fit the spindle of my own small lathe

Man, you are talking about an extremely simple process that pretty much anyone with a lathe can do. Are you talking about pipe or bar stock (which is solid)? You also would need to specify the steel that you part would be made of.
As someone else posted, any trade school (community college) that trains machinists could do this for very little $.

it is a draw bar from a different brand of lathe, already internally tapped on the end to receive the collet
it just needs to be turned down to fit through the smaller spindle on my lathe
I agree it is a quick and simple job
I have never needed custom machining done and I am seeking advice for a shop in town that welcomes walk-ins with petty jobs and with corresponding prices
frankly, I was hoping someone here was an eager home machinist hoping to show off for me, but a cooperative commercial shop would be the next best thing.

Finally found someone as cheap as me! I know some folks that have wood lathes at home….but no one that has metal.

cheap(er)? Yes, probably, but also willing to pay or provide a favor in kind (though nothing too terribly naughty).
Also simpler, with less leg work, and an opportunity to share a common interest with a fellow tiger fan and hobbyist.
On this board /forum (H&G), where I have shared and received plant material with/from fellow posters, and there is an unusual degree of easy-going camaraderie compared to the other forums here, my presumption did not seem too out of line.

Not out of line at all…that’s why we all come here

The shop techs at LSU used to take on small outside projects. Contact a few of these people -LINK
The dept of Physics and Astronomy may still have a good machine shop. The website says they do but no contacts are given.
Outside work is a gray area, so try and start inquiries directly with the shop staff.
