They want a seventeen member commission, that upon a simple majority vote of congress, can impose a full scale medical check on the president and have the findings be interpreted by this 17 member commission.
The membership rules of this commission have an interesting twist... eight are to be former executive branch officials, four from each party.
A former president could be on this commission.

Hard to imagine this holding any weight without needing a constitutional amendment. They can't force the President's Cabinet to invoke.

Take this into consideration with everything else going on and it being a midterm year... the democrats are getting a plan of some kind together. I don't think they're half as scattered as they'd like us to think.
