I was reading an online version of the 2010-11 Hunting Regs and it says under hunter education that an exception is being made this year for a hunter to hunt without a hunters safety card, as long as they are in the presence of a hunter with a card.

The only issue I have with it is that it is written in blue font. Does anyone have a copy of the printed booklet to verify if this is true?

My wife can kill the hell out of some ducks and took the hunters safety when she was a kid, but there is no record and I cant get her to retake (never fits into schedule, etc, etc). This would allow her to hunt with me.

If she took it as a kid then they must have it on file. Did she call the LADWF office or try using the online replacement card request. Just have to remember the address she was living at as a kid.

We have tried everything. Her Dad took her and her sister to it in their hometown. We have searched it every way possible for her and her sister.

I can only assume that the instructor did not register the attendees with the State.

But this person wouldn't have a license so they would be hunting illegally, correct? Or am I missing something?

No, they could purchase a license. Just not hunt without being under supervision.

I took it as a kid in lower St Bernard. I lost my original card in Katrina(back then they were a printed on a business card-like material). Even after almost 20 years they had my record still and sent me out a new card(actual plastic card now).

It depends how old she was when she took the class, i cant remember the age but if she was younger it wouldn't have counted, they like for young kids to come and learn but it will not count as actually completing the course until the are the minimum age.
