Honestly, there is nothing but speed in that video. His playing basically has no emotion to it. He also neglects his toms for extremely long stretches and seems to only use them for fills.
I'd much rather listen to Gavin Harrison play:

Have this discussion with musician friends all the time. To me speed has nothing to do with being a great drummer or being the best drummer. Don't get me wrong, I love watching guys like Peart, Sexton, Bozio and Beauford. But being a great drummer has way more to do with that you play and where it fits in with the music.

If the contextual definition of "best drummer" is limited to how many notes he can squeeze into a measure, then I suppose he would be in the running. In a broader sense, I'd choose one of these guys:
