How much of the "ground game" is just paying people to vote?

We all know the street money is given to the "organizers" but how much goes to the voter to get them off their rear end and go vote?

None. GOTV is all about knocking on doors and making phone calls to people who the campaign has identified as likely voters for your candidate. The whole idea is to have that person-to-person contact with someone representing the campaign to give them that extra psychological incentive to actually get out and vote.
If you only turn out an extra 2-3% of those who support your candidate, that can be enough to win a swing state.

OP didn't limit this to non-Democrat efforts.

That Phone in their pocket is motivation enough. Straight link to a vote day text message to 'get your arse out there and vote Dem...or lose your phone/subsidies!
