States can allocate their electors in any manner they choose. Technically, they don't even have to hold elections.

Each state decides how to elect Presidential electors. Nebraska and Maine voted to use congessional district vote winners for their House electors.

The election of the President is done by the states, not the citizens within the state. Each state can decide how they will allocate their votes (the electoral college where each state gets 1 vote for each senator and representative).

Nebraska chooses to allocate their votes based on the popular vote within each congressional district.

Our Founding Fathers were a lot smarter than today's government officials. There is benefit to having the states compete with each other to provide the best environment for their citizenry.
