These are swing states. That means they can go R or D especially during midterm elections.
This level support for the RAISE Act is a big deal for senate and house candidates in these states. Looks like in these states whether you are an R or D you better support the RAISE Act.

The french gave it to us following the revolution as a symbol of friendship. It originally had zero to do with immigration.

The RAISE Act is DOA. Probably won't even come up for a vote in both houses of Congress. It's as dead as Trump's budget proposal.
