Hypothetical - a Russian jet with nukes is heading toward Los Angeles

Putin is in LA for a conference with the American President. Crew doesn’t respond to communication attempts. It could be going in for an attack or the crew could be dead and on autopilot. It arrives in 15 minutes. 1,000,000 lives are at risk and Putin insists there’s no attack planned.
As president, do you shoot it down risking war with a super power if attacking wasn’t their intention or do you wait and see?

Why would they put nukes on a jet? Don't they have supersonic missiles now?

The odds of a nuke detonating due to a plane crash would be pretty low wouldn't it? The bomb wouldn't be armed.

Wrong. The Russian Bear is a turboprop and not a jet. Our F-22s will knock em out before they know what hit them.
