Nothing has change structurally so far as I know since it fell. Complete bullshite this wasn’t done immediately. We were told they were both unrecoverable. Clearly that was a lie.

I have no idea what their rationale was, but, speaking as someone who’s involved in projects, it gets to a point where they’re too many people/agencies involved in a plan that it all breaks down. I couldn’t imagine how many meetings took place to get everyone to agree on whatever the final plan was. I’ll bet it changed 100 times over, too.
Mayor should have delegated to one department like a good manager would do, but I sincerely doubt that happened.
