#1 question you need to answer this: how big are you're hot dogs(8/1, 7/1, 4/1)? A generous estimate would be 2/3 of your guests are going to eat chili on their hot dogs. Some just a little and some will drown it in sauce. For typical small store bought hot dogs and buns, a quarter cup(60ml) of chili would be a good average. If 350 people get 60ml of chili on average, you'll need 21,000ml of chili. 21000ml/ 3785ml per gallon=5.55 gallons. Add in a 20% buffer and you need 6 2/3 gallons of chili, although I think the buffer is built into the 2/3 of people eating chili, it's probably less than 1/2. How much ground beef you need depends on your recipe.
Grab a pack of the hot dogs/buns you'll be using along with cheap canned chili and use a measuring cup to test it out and do the math.

You’ll actually end up using less chili if you have large dogs like 5/1. The buns don’t get larger (unless you’re going foot long) and with more hot dog in the bun, there’s less room for chili.

The great thing about chili is that it freezes well so I’d err on the side of caution

16 gallons is way too much, that's assuming 4 ounces for each and every hot dog, which is much more than most people want. Maybe the OP can provide more details.

We cooked hot dogs tonight, Nathan's 8/1 with Costco buns. We had a 30 ml scoop and counted how much chili was used. 50% of people got chili and of those 80% got one scoop, 20% got 2 scoops.
