Yes they can change, which sucks. That's why I keep at least my two highest cp/iv. And evolve the at the same time. It really sucks when you have a nearly perfect 1st evolution that turns to crap. I had an almost guaranteed 94 eevee that turned into a crap jolteon.
Similar problem I have is a guaranteed 93 cp102 magikarp, a 91 avg 94 max cp145 magikarp, and a cp108 78 avg with a 96 max magikarp. I am more than likely only ever going to be able to evolve one. So I will evolve the 93 first but I could potentially have a 94 or 96 Gyarados.

I hatched an Eevee from a 10km egg. I will never exercise again.

Yeah my 1785 Vaporeon was hatched as a cp525 91iv Eevee.

Dang thats crap. And I only have 170 magikarp candies because I went to Destin this week. Before I had like 45. There is only one place to go in Shreveport to get magikarp and I don't get to go very often.

I'm just outside of Atlanta (in Smyrna) and I'm in the same boat. To find new stuff, you have to drive around to different areas. Sandy Springs has a lot of unique stuff, as does the Prado off of Roswell Road. I think Piedmont Park has the largest variety of stuff. Kennesaw Mountain has a ton of bulbasaurs, and there are some parks around Lawrenceville that are nests for scythers and magmars. I also started running into a lot of random stuff once I hit level 17.

Well I went at 4:30 in the afternoon the last time and there was about 5 people at the gym. But I went there at like midnight once and there was like 15 people just at the gym and another 20 or so floating around the park.

I was there until about 2 in the morning when some drunk trashy "homeless" lady came walking by yelling at us to go get a job and we needed to quit smoking drugs at the park where little children play.
I don't think she knows anything about pokemon go. I just told her she was pretty fat to be homeless and to frick off because we actually had jobs and not sucking dicks for a living.

Was getting in my car to drive to a park where there may have been a nest.

Yeah I look at moves more than cp now when it comes to transferring Pokemon. Just leveled up a Raticate to around 420 because he has 120 hyper beam lol. I take down a lot of 1200+ pokemon gyms with 500-600 cp Pokemon because of move sets. Just took down a 1100 vaporeon, 1238 flareon, 1600 vaporeon with a group of gloom, a 340 bulbasaur, 777 and 1008 vaporeon, Hypnos and a 500 jolteon 
Yeah, and eevee trick definitely doesn't work anymore. Just evolved my "Pyro" and got another damn vaporeon. This one is 1028(from a 285 eevee) and has water gun and Hydro pump

What is a good set for a Jolteon? Mine has Thunder shock 5 and Thunder bolt 55 I get regularly destroyed with it. So I just use him at a gym I know will be taken down within an hour.

Pidgeys of any level shouldn't be breaking out of 2 and 3 pokeballs. This is bullshite

Thanks for the heads up on Piedmont. It was like a Pokemon utopia.
I couldn't catch them fast enough. Tons for Mankey, Nidoran, bulbasaur, magikarp, rhydon, bellsprout, psyduck and eevee and best of all no pidgey and rattatas.
Oh and I caught a 1791 snorlax. Finally got the big boy and his moves are zen headbut and earthquake.
I will be going back next weekend. Should be able to finish my nidoqueen, nidoking, victreebell and vileplume.
