you have to clear your cache/cookies for it to register. one of the bot preventions.
also use a private tab
this has got to prove the queue isn't based on traffic at any given time. it's initially turned on at any random time.

yeah I wouldn't clear cache/cookies if I were you. maybe try another browser or your phone if you want as a hail mary

if you've bypassed the queue, i would follow this. the drops usually happen around the :30ish mark of the hour.
