Ive never played Uclub before. And I got a whole new bag I'd like to break in.

Usga and all other handicap systems worldwide is rolling out the worldwide handicap system. It’s going to be really good.

Driver: Taylor Made RBZ tour
Irons: Ping Rapture 3-PW
Wedges: Maxlfli SW (love that thing) and a Titleist gap
Putter: A cheap junker I cut down to 33 inches in an experiment.
Ball: Wilson Duo soft, will play Titleist Pro V1's sometimes.

Index: 15
Low score 75 this spring and a 79 in June.

Just read up on it and outside of a slight calculation change and taking into consideration weather/course conditions, what is really different?

It’s not that hard to get to single digits. You just have to have a modicum of athletic ability and play often.

Now to get to the plus side of the index is something different. I’ve been under par a few times, but not in the last 10yrs.

That's if your short game is the problem. It is easier to improve chipping and putting than it is to improve driving and iron play.
