High Elevation Training: How much to rest?

Everyone knows I live way the f up in the mountains.
My O2 sat% typically floats around 95%-96%. Which is pretty good for above 9000'.
But its still not what you sea level baws are just existing.
Two other drawbacks, your sleep sucks this high up and my appetite is lower.
My weight is holding steady, so I got the caloric intake about where I want it (slow gain being the goal). Routinely existing on 4-5 hours sleep (3 month old doesnt help either) is something I cant shake.
Been on a lifting regime with some cardio/hills for about two months now. Currently on a week without a true break, though I just work out what dont feel sore.
Today though, felt sluggish. Obviously need rest. Should I be sitting out a couple of days at a time to help things recover? Im 35, so not old but not young.
I have done a rest week recently (2 weeks ago). Should I also just do those more frequently than every 10-12 weeks or so?

Easier said than done with an infant, but you've gotta get more sleep. You'll never recover properly on 4 hours. Shoot for 6, but ideally over 7.5 as your baby starts sleeping through the night.
The other thing is taking down weeks. Do 3-4 weeks ramping up, then one week where you drop the intensity a little bit. Still doing cardio, just less intense than the previous 3-4 weeks. Then ramp back up for 3-4 more, then another down week, and so on.

I think sleep is your issue. If you could bottle up and sell the recovery effects replicated during sleep, it would be banned by all of the doping agencies.

Im with yall on sleep being an issue. Makes me think, unless magically get it under control (or the infant sleeps deeper into the morning), I should be doing more prolonged rest.
Take rest days vs a rest day sort of deal. Slows the theoretical progress sure, but probably yields more practical results.

Sounds like you need to back off till you can get adequate sleep again regardless of what altitude you’re at. Just as a reference point Im at 5300’ and have not noticed any extended recovery time since moving here from sea level. (I also don’t have children so I sleep 7-9 hrs a night) But I’m not a strength athlete so I’m guessing there is a difference and 9000 is a good bit higher than 5300
