Does neem oil come in a sprayer you connect to the hose?

Put it in your ortho dial sprayer. Should have instructions right on the bottle.

As MemphisGuy said, fertilome tree and shrub drench is what you are looking for. Easy to follow instructions on the bottle and works great. I did mine last April and haven't had any issues since then. It doesn't take long to start working from what I remember.

True.... on taller trees, it make take a week or so to reach the canopy...

BUT... and I could be wrong... but at least here... Crapes are pretty much done actively growing. Won't do a WHOLE lot of good to drench now... but the Imidacloprid will stay for 12-18 months... so there's some residual there... still... it think it'd be better just to wait until Spring.

Between this and the White Flies it's a never-ending battle and I can't get ahead of it. I've tried Neem Oil and Bifen to no avail. Affected plants/shrubs

Meyer Lemons
Limes
Crepe Myrtles
Sweet Viburnum
Gardenias

and if those are struggling, the deer take care of the rest.

What is the best solution?

Would malathion work?

I ended up buying a gallon of the BioAdvanced Tree Protection from Lowes. It has the same amount of the Imidacloprid in it as the Fertilome product mentioned here. Cost $80 for a gallon but is systemic and supposed to work for 12 months. Took the whole gallon to treat all three of my trees.

Hopefully that will kill what's on it and prevent anything new next spring and summer.

What makes you say it’s a new thing? Just curious. Dealing with the same
on my trees.

Aphids. Spray with neem. Tree will come back just fine.
