Make all “contracts” two-year minimum. No redshirts except medical in dire situations. Five years max eligibility for any player.

Must sit out a year unless your coach leaves is the answer. NIL is not the problem.

Legislation does nothing and nothing would ever pass. The way to do it is to break from the NCAA. The power 4 sue the NCAA for breach of contract and breach of fiduciary duty for creating this mess and leave it. The power 4 then create a College Football League or whatever you want to call it. In order for any player to play in the college football league, the player must contractually agree to the rules of the league (1 free transfer, then you sit, multiyear deals, etc?) and the teams agree not to tamper. If players do not agree to the terms, they can go play in the MEAC and Sun Belt. There is no right to play in the college football league, you agree to the rules or you do not play in it. The players would be individual contractors and not "student athletes" and school is optional. If players want to go to school, the school/conferences/league pays for it and if players do not want to go to school, so be it. No academic requirements to play. Yes, this is basically a professional model. But it creates rules and structure. It would be a big change, but it would work. Expecting congress to do something when half the country hates the other half will never happen. And expecting a toothless NCAA to do something, will never happen.

Need to go back to non graduates sitting out a year. It would at least make contracts longer and the jumping ship a less enticing.

No legal way to do that.

They are universities. If you go to Baton Rouge Community college a semester, then transfer to Southeastern, you can still go to LSU the next year (if accepted). And you can still apply and go to Harvard or Yale after that, as long as you get admitted.
As long as that principle applies, you can not stop students from transferring to a different institution, in an effort to better themselves.

The fact that they play a sport is either irrelevant, or actually a plus in their favor, as they would be bringing a return benefit to an institution.

That's the technicality that can't be undone.

Same thing with the NIL. Livvy Dunne was allowed to sign NIL deals, because she simply marketed her image. It didn't really matter that she was LSU, she was already famous. But everyone else gets that same chance, and if some company wants to offer a couple million to some random guy who can play corner, he has the capitalist right to be able to make that money. Courts have established that. It has undone the stuff in the past, like that Colorado football player that had to get rid of all his skiing endorsements. Once it's been undone, you aren't going to be able to reign it back in.
