Congressional action is the only thing that can even come close to fixing this. And that is saying something

If they let Williams break his contract, then they have to let every kid in the country that's signed to stay with his existing school, do the same. I don't think they're going to allow the opening of that can of worms.

You hold out a carrot or two that appeals to the majority of Div I football players, not just the stars. Things like a minimum wage, for example, so that more players get a piece of the pie. And in exchange they agree to restrictions on movement, etc. Most of the players just want something and are probably tired of watching the stud players hold their team and others hostage every year.

Good luck with that. It requires either:
Congress to get off their asses and pass an anti-trust exemption covering football, which will allow the NCAA to enforce rules instead of having them all constantly thrown out in court. Then you can have collective bargaining and a players union and enact some actual rules that hold up and stabilize the sport.
Or the P4 breaking away from the NCAA. This option is probably easier to make happen once enough university presidents are done with the way things are going. But there’s no going back. At least option 1 preserves the basic framework of college football and doesn’t bankrupt half of the G5 and FCS.
