Does he miss out on the portal and have to unenroll?
You can't enter your name; the school has to. I think you simply have to notify the school you wish to enter the portalby the prescribed date and time. I think.

You would think that Ole Piss would be trying to better their team through the portal. They are acting just like people with TDS. They just can’t say it’s time to move on

You have to state your intent to enter the portal (in writing) before the cut off time. The school still has their allotted time to actually enter you in the portal There will be plenty of people that have their official paperwork not get sent in until Monday/Tuesday

Keep throwing offers to their players. Make them overpay to keep them. Gives them less to spend in the portal.
