The Rule states "College players, from four-year colleges who have either completed their junior or senior years or are at least 21 years old"

he was born July 13, 1988 the draft is June 9-11, so he will not be 21 in time to qualify for the draft. So I am correct

its been stated on here multiple times his birthday falls within the draft eligible window. if you are in fact correct then everyone else has been wrong all season long.

its partially right. 3 years or 21 by the time of the draft(something like that, might not be the exact wording).
