I agree that it looks like its been wrapped in a brownish wrap of something. I think I see it but could use a prior photo for the correct placement of the pipe.
But I am gonna side with photoshop because I feel like this would have been noticed sooner.

Yeah. Some of it looks black and some of it looks the same texture as the building. Either shopped or real.

not the greatest image, but it gives an idea of placement.
I zoomed in on the "gone" picture and it doesn't look like the pipe is covered. It just isn't there. Doesn't look shopped, but I'm not expert.

How hard is it to grab a can of paint get in the man lift and on the way up to change a lightbulb or something, just take 5 minutes and spray the damn thing.
