Sure thing, as long as the school is also legally obligated to the student under the same qualifications. That means a coach can't cut a player who is meeting all the academic requirements of a scholarship, and isn't missing practice or other required team functions.
Wonder who would balk at that agreement first. My guess, the coaches.

1. Pass interference should be a spot foul in college football.
2. 10-team playoff system: 6 big conference winners and 4 at-large teams. The 4 at-larges play "play-in games" to get to eight teams and then you now the rest.
3. Conference championship games should be on a rotation and not held in the same city every year.
4. Penalties in the last 2 minutes of both halves should have a 30-second run-off. I can't remember the game a couple of years ago, but a team committed a penalty on purpose to stop the clock with only a few seconds left in the game. They then got to run a play that they would not have otherwise, and the won the game with a FG. The benefited directly from a penalty against themselves.
5. There should be massive year-around testing for PEDs, and automatic year suspensions for players that test positive. Players are getting too big and strong without PEDs, and the sport cannot survive if the players keep getting bigger/stronger/faster at the same rate they have over the past 15 years.

30 seconds is 1/4 of the 2 minutes your talking about. That's too much time, maybe 10 seconds but 30 seconds is huge.

Would love to see this happen, but unfortunately only a percentage of players "actually" care about either sticking around for 4 years or completing their degree program, and I think that is very sad. Really would be interested to know how many left early and had serious regrets about not sticking around a little longer.

I've been saying this for years.
Also, cut back on halftime from what it is now (I think it's 20 minutes). We'll be ok hearing 2 songs from the band's halftime show vs hearing 3 or 4.
