Well the referee/announcer said it was a forehead hit, and shouldn't be targeting, and that's the way they called it on the field.

I’m still pissed about that Devin White targeting call

Announcers explained the rules pretty well

Since has was established as a runner and no longer considered a “defenseless player”
I don't really agree... he was wrapped up by a defender, thus unable to cut, dodge or even duck.

And the Penn State guy lined him up and damn near blew his helmet off.

But that doesn’t meet the “defenseless player” definition in the NCAA rule book

quote:

A player in the act of or just after throwing a pass.

A receiver attempting to catch a forward pass or in position to receive a backward pass, or one who has completed a catch and has not had time to protect himself or has not clearly become a ball carrier.

A kicker in the act of or just after kicking a ball, or during the kick or the return.

A kick returner attempting to catch or recover a kick, or one who has completed a catch or recovery and has not had time to protect himself or has not clearly become a ball carrier.

A player on the ground.

A player obviously out of the play.

A player who receives a blind-side block.

A ball carrier already in the grasp of an opponent and whose forward progress has been stopped.

A quarterback any time after a change of possession

A ball carrier who has obviously given himself up and is sliding feetfirst.

3rd to last one is closest to being applicable on this play, except the Oregon guy’s forward progress hadn’t been stopped

Weird how targeting has changed, and how it's so arbitrary.

I seem to remember an LSU player a few years ago get ejected for it... on a miss. He launched at someone who ducked.
Then, there is/was "helmet to helmet"... or is that just NFL?

Now, this guy absolutely blows up the Oregon guy and "well he led with his hairline so it's ok".

I don’t GAF what the technicalities of the rule are.

If that’s not targeting then frick targeting altogether as a penalty.

Everything about the rule, from the interpretation to the overly strict penalties, has completely jumped the shark. It's probably the worst rule I can think of since watching college football. It absolutely just needs to go.

I think one of my most favorite parts about the rule is you can miss 99%, 65%, 52%, etc of a game based on when the foul occurred. I'd love to meet the committee who said "yes, that's the ticket, let's apply the penalty this way. Very logical!"
