The knee rule has been on the books since the year after Brady went down. But there had been other incidents (Carson Palmer springs to mind) which helped make it happen.
Edit: Actually was a little off. Rule started in 2005 season after Palmer went down after a hit from Kimo von Oelhoffen. Then after Brady went down it was "clarified" and slightly expanded.
