I’d say it would be:
1. Sacramento
2. Cleveland
3. Buffalo
4. Memphis
5. Salt Lake City

Sacramento has all the problems of California with none of the entertainment possibilities of LA or San Diego.

If you truly have to stay in the city than yeah GB would be unfortunate but an hour away you have door county which would be a great place for anyone making a ton of money to live.
