As far as the “you don’t know what’s popular” comment it ain’t hard. Just look at the charts. they aren’t picking based off of record sales or hits because year end charts have country artists and songs at or above these artists

Those absolutely would all be considered urban except Shakira and j lo.
Did some have crossover appeal ie usher and snoop absolutely but they are 100% urban music.
Trying to say usher isn’t an r&b artist but a pop artist (which is absolutely urban) would be like trying to say Garth brooks is a pop artist.

If you are declaring the pop genre "urban" then yes, an event dominated by pop acts will typically be "urban"
That would also apply to bro country, as it's a form of pop. Austin and Nashville are very urban.
