If they had accepted the holding penalty, wouldn't it have taken them out of FG range? I would say that's a lot more important than preserving 40 seconds.

Makes zero sense for the clock to start at the snap there. If declined, which it was then should be like no penalty occurred. After an in bounds run the clock continues to run. So why is the NFL rule to start the clock at the snap?

Yeah it makes no sense. Gostkowski is a great FG kicking and we're looking at under 50.
