Maybe I’m misremembering, but I swore years ago it was helmet to helmet.
Then they changed it to forcibly hitting anyone in the head regardless of what body part you used - head, shoulder, arm etc. I also thought launching yourself counted as a penalty in that regard.
But that play it only seemed to be helmet to helmet.
