I honestly didn't know if there was a Apple TV and then an Apple TV + or if they were the same thing.

AppleTV is the device akin to Firestick. AppleTV+ was the streaming service that originally started on the device.

Now that's no longer a deluxe "Plus" service, are they going to lower the price accordingly?

I’m sure that’s why it got branded Apple TV+ to begin with, but it does make more sense to call it Apple TV (especially with the “Apple Music” branding for their subscription music service).
Does make you wonder what that means for the device moving forward, though. I’m actually quite fond of my Apple TV 4K box, and hope they don’t abandon the hardware side.

They'll do that by changing it back to AppleTV+ in about a year.
