Every MCU movie has ended with "So and so will return in..." They're using familiar language to tease the core avengers, not just dudes coming back from the dead.
This isn't my opinion. Thor has had a movie since Endgame. He's never been out of the MCU picture.

It was Taika Waititi, him gleefully tweeting about him willing to “ruin your mythos in a minute, baby!” setting up what was to come later.
