the show is about survival, re-creating society, examining society to re-create it, etc
the doc represented those who gave up once the old society died (CDC going out). he promised to try, but as soon as the CDC (society/technology, whatever) was going to die, that was his end point.
rick is the opposite. he may make plans, but he's the american who won't give up and will try until it is actually all over. he doesn't look too much at the past (the why), just at what they can do now to survive and maintain society. he's the protagonist

i don't even know how people are getting riled up
our society runs on carbon-based compounds. oil, gas, natural gas, coal...which gives us energy and the byproducts give us plastics, polymers, paints, and about 50,000 other products we take for granted. it's a fact that if we stop refining petroleum abruptly, our society will crumble.

People sensitive to the subject tend to find traces of political statements everywhere they look. I think you can create something out of nothing in just about any instance. In this case, I don't think there is anything there.
