Lyrically it’s cheesy, but just about in every hair metal, grunge, nu metal or alternative song the lyrics don’t make sense.
But melodically they created some complex songs that went mainstream, which very few musicians have done.

Mostly lyrics.
I feel like a lot of the songs don’t have exceptional hooks. It’s okay to play something complicated in the mainstream, but a great guitar hook in the right spots can really go a long way in making a song memorable for the audience. I feel like he had some truly great riffs, but his surface level hooks were somewhat lacking and his lyrics were really bad.

I don’t care how good of a musicians they are. They wrote that music like Seventeen and Headed for a Heartbreak. That is what they put out there and that is their legacy. They will always wear that cheese stain on them.

They aren't criticized for their music being bad, but because it is repetitive. They made a few hit songs and then recycled the same formula for too long until people rejected it. If you feed people the same thing over and over again for too long, they will eventually turn on it.

Is winger one of those bands that I think I don’t know they’re songs but I’m about to go listen to them and realize I have heard lots of their songs and they suck?

Cinderella. Unfortunately lumped in with hair metal acts of the day. Way more bluesy rock.
