Both Seatle and San Francisco had large piers that they looked at converting to Arena lots. They got really good traction before going with alternative sites. Those would have been in the ocean in far left municipalities. If they can almost do it, no reason it couldn't pass in NO where tons of structures stick out into the river. Put it right where the Natchez steamboat is, plus they could do sky cars over the river, like back during the World's Fair (just bigger). Just a ton of possibilities..
