I would imagine similar applies to the Pels/Bulls situation. This tweet only mentions the Heat, but it is a Heat beat writer so that may not mean much.

Marc Stein with some more thoughts on the issue. He says a lot of this jumping the gun is because of pressure from agents. Hopefully they tackle the agent issue in the next CBA.
Stein also thinks nothing happens to us (or Toronto).

If the Bogdanovic case is a trusty guide … nothing.
Although the Kings presumably wish the reported Bogdanovic-to-Milwaukee deal had gone through, since they were expected to receive Donte DiVincenzo in that swap and wound up with nothing when they decided not to match Atlanta’s offer to Bogdanovic, they were not penalized by the league last year because discussing trades with other teams (even involving restricted free agents) is allowed.

in other words, you cannot tamper with your own player, which is what we have all been saying here since the news broke. the only possible wrong-doing is discussing a contract with temple (not our player), which...EVERY OTHER TEAM WAS DOING AT THE SAME TIME
