The team reports on the 22nd, I think he had to be signed to participate in the regular training camp. (not sure about that). Fortunately, that is definitely not the case for rookie mini-camp or OTAs, and Shough has not missed a single day of either.

Don’t care about the money, but spending a top 40 pick on a capable backup is asinine when you had 1st round talent on the board that could really help you.

OTA's and mini-camp are voluntary. NFL players particularly rookies are required to have a signed contract in training camp.
